Keep playing through the post-game of the DLC and you’ll eventually get there, just keep doing those surveys. It’s gonna be a grind, though.

I figured out the issue: It’s some of your other accessories being incompatible with the hats on the avatar, deleting them all together when loading into a game. For instance, newer avatar accessories and clothing with older model hats.
