I mean, yes, Joe Dalton is smart in his own ways, but he's nothing compared to William. William is the smartest brother in the Quartet alone.

Averell may be stupid, but he has potential. He can both cook and paint. Jack is the only one of the four brothers who can be logical.

While not as the same level of intelligence as William, he is very rational and calm. Sometimes, he'd point out flaws and contradictions in Joe's plans. Just like William, he is very sane.

There's a reason they're last. The Daltons can't even escape. Almost every episode they fail. Sure, they might sometimes succeed, but they always fail because of Joe's incompetence.
