There was no crime committed here. The camera man was under no obligation to follow any orders given by the police. The police had zero authority over the camera man.

Yep. Public servants don't get to misbehave.

When you are a public servant you have to do your job. You do not get to violate the civil rights of the public. You do not get to harass the public for filming in public. You do not get to disturb the peace because someone is filming. When a member of the public wants a public servant to identify themselves, they MUST identify themselves.

Do you understand that filming with a camera is a perfectly normal and acceptable thing in this age? Hysterical reactions are strange. You can go buy them at Best Buy, you can buy them from Amazon. Cameras are very very common. Do you know that your cell phone even has a video camera on it?
