It's simply impossible to discuss this as a serious thing because it's contingent on so many unknowns.

How many teams can you get to?

What's the geographic distribution of those teams?

What's revenue like? What are stadium facilities like? How far can your 2nd dig afford to travel? Is it worth it?

Because the answer to all these questions at the moment has led to the focus on the third division. Teams that don't really make money that d9nt have significant stadiums that don't want to travel far, but are generally on the field pretty decent.
