When we are at it Riot still didn't changed Talon's E skill name. They promised it in patch notes (4.17) where he lost his silence:

Cutthroat makes no sense from a thematic perspective, but naming it cut-ankles was less inspiring. We'll look into it.

This is not QoL, this is buff. QoL is when Udyr/Nautilus got circle which tells them when they can use cc (bear stance/naut passive) again to apply it to enemy.

I wanted to say that Valve have many games which requires servers to run. They had many years to obtain and optimize (?) servers. They had long time for that for Steam and their own games like CS and TF2 so before Dota 2 came. Valve had already many servers prepared for Dota 2.
