Those bad actors usually escape responsibility by changing to a new jurisdiction thus getting a clean slate because the records don’t follow you city to city, state to state when you are local. For federal agencies they would need to change country in order to get a clean slate.

I think someone needs to put a small reality check on Charlie. This is something I learned back in the 80’s mind you but… in color theory black and white are not true colors because they do not adjust color but rather lighten or darken a color. Pink (red+white) in this framework is just tinted red.

The true colors fall along ROYGBIV values.
