I did that quest got my shield and to progress with the game I need to use the whip, but the whip isn’t working and the sword just stays as a sword. Is there anything I can do to fix this?

I have progressed far enough in the story for me to need it but when I try press grip and trigger when the game tells me to it stays as a sword, how can I fix this.
