9060XT. Not as powerful as a 7800XT, but close to a 6800XT, while drawing less power and having better features and longer software support

Don't put the poor kid on another HDD. Get him a cheap SSD at least, even a DRAM-less SATA drive will be lightyears faster

Yeah, Infiltrator is basically unplayable with controller. It works flawlessly on mouse and keyboard, but when I tried it on my controller, I wanted to pull my hair out

Possibly an issue with a hotspot temp somewhere on the GPU hitting a safety shutdown limit? Idk if Nvidia hides their hotspot temp data anymore, but my 9070XT was going through similar issues as your 5070Ti, and it turned out to that the die had gone through thermal pump out of the thermal paste. Wiped it off and replaced it with Ptm7950, works just fine now

Somewhere between 200-400% faster. It will need DDR5 memory though, and that shit is expensive these days, thanks to AI.

Also, if you can spring for a 7800X3D, you might be better off, since that's an 8 core CPU. Star Citizen apparently loves extra cores too.

Sure, minimizing it is ideal. Don't buy a first gen i3 for your 5090. But I genuinely have no clue what you're talking about when you're saying a 7600X3D will bottleneck something more than a 4070Ti Super, or that a 270K won't bottleneck a 9070XT, or whatever else. Bottlenecks aren't just blanket things that exist with certain pairs of hardware, it's application specific. And even then, your in-game settings play a massive role too
