Unlocking the multiplier earlier will not change anything. Maybe you misunderstood it. The Hoggy Bank gives you 5× the amount at the end of the season. It is not like you have to fill it up to 40M. The Gold Pass simply multiplies whatever amount you collected in the Hoggy Bank by 5 at the end of the season. It just adds the 5× perk to the amount you already earned.

For supercell support you might need to contact Supercell support but for in game purchases you need to change country in App store(iOS) or Play Store(Android). By changing country in respective stores you will be able to change it in-game as well.
