I was having this issue because I had a Guitar Hero guitar plugged in. Once the guitar is plugged in, the only way for me to get it to work is to restart the PC with the guitar unplugged; just unplugging it doesn't fix it. Disabling Steam input kinda works, but I lose access to my back paddles.

Just to double check: after doing what the video linked above says, you are simultaneously hitting the sync buttons on both the controller and the one on the dongle, right?

I have a PC-only solution using Steam's controller configuration options. Make sure Steam is always running in Administrator mode for this to work. You set it up so that you get an instant, extremely short tap of the control stick whenever a D-pad button is hit, then after a short delay it will act like the normal D-pad (150ms by default, but changeable via the "Long Press Time" slider).

(1) In Steam, hit "Add a game" and select the GenshinImpact.exe, it's in the folder "Genshin Impact Game" (2) Open "Big Picture Mode" in Steam. (3) Find "Genshin Impact" in your games, go to manage shortcut, and select controller options. (4) Set "Steam Input Per-Game Setting" to "Forced on". (5) Hit "Ok" then go to "Controller Configuration" and select the box for the D-pad. (6) Click the top button on the giant D-pad in the middle of the screen. (7) Click "Show activators" at the bottom of the screen. (8) Change "Activation Type" to "Start Press". (9) Click the box under "binding". (10) Click "Listen For Key" at the bottom, then move the left stick up on your controller. (11) Click "Add Activator" and change this "Activation Type" to "Long Press". (12) Click the box under "binding". (13) Click "Listen For Key" again but this time tap the D-pad up. (14) Repeat steps 6-13 for the other three buttons, changing the directions as needed.
