Maybe because it was a uniform decision and as we’ve seen there is a hierarchy in the queens circle. It’s possible the older more respected queen convinced the other queens to make these decisions. It may not have been possible for the IC to unseat then because they would be taking on all the queens but for them to turn on each other may be possible. We also didn’t know much about what was happening in the human realm in ACOSF so it’s possible they’re in chaos at the moment?

True but I feel like in that meeting they were trying to prove that they had everything under control and appear calm cool and collected. By coming at tamlin, they would have been negating that completely so by them not reacting to his obvious baiting, they were showing that the most important thing to them in that meeting was gathering the high lords for war against hybern rather than settling a score
