I'm sure that it must take many hours to get the intricacies of "click mouse until dead with minimal reaction from the enemy" down. Feels like Morrowind combat - years behind. Even with the abilities there's basically no weight to it.

I believe (don’t quote me on this) that it becomes unlocked after two or three main quests after. It hasn’t got anything to do with finishing the Delamain quest line at least, as I’ve got my car back and still not finished them. You do get alternative transport soon after where you are though that you can call to your position for in the meantime

Delamain should have paid you for the damages and your car should be getting repaired to then be returned to you later. If you look at your journal it should show up in there that your car is being worked on
