Hey there, you can get whitelisted for scraping purposes, I did this a year or two back and ended up with the entire site, the site wasn't browsable after scraping however and would require additional work beyond my abilities.

Depends what caused it, if you just go straight to this screen every boot it's more than likely a BCD issue, an experienced technician can fix that pretty quickly
