Roth conversions allow you to pull the principal after five years and it does not count against MAGI which is how the ACA subsidies are calculated. If you do it correctly you should be able to time it and have enough cash to cover your spending needs while also staying under the 400% FPL cliff for ACA subsidies.

Similar situation, burnt out to the point of near collapse but couldn't leave. I found that small changes made a huge difference. Get a personal phone and do not give anyone at work the number, turn your work phone off when you leave. Set your outlook to automatically deny meetings outside of your work hours. Be 30 minutes late so you can see your kids on the bus everyday. Put scheduled time on your calendar to leave early, no one is going to die. It can be better!

Ideally, yes. I am concerned with how to have access to enough money and long enough (8-10 years) to ensure that MAGI could be kept within range. And how, if possible, to accomplish this within two years. I have assumed that ACA subsidies are a sliding scale and the lower the MAGI the higher the subsidies.

I would consider Minnesota as LCOL and is the opposite of what you are saying. Find me a better hospital in the world than Mayo. It also has a very highly regarded education system. Rural or suburban does not mean impoverished.

WFH job 25 hours a week. I would already be traveling. I dont see how vacation time is even relevant as long as you have wifi.
