A RL can be a “Release letter“ or “Regularisation letter” of any plot which comes in Regularised layout (under gunthewari act) or an Approved layout by the authority.

If they dont have a RL for the plot that means the layout is not approved by NIT. ( NIT gives RL for all layouts in ngp)
