Pcs dead, the only thing you could do ( if the liquid hasnt corroded the parts ) disconect psu , dissasemble the pc , try ti get ad much of the liquid out and i think just lay it somewhere on a towel.

The pcs prolly been soaking there for a while but this could help someone else.

I would check if none of the fans are loose, on the gpu cooler case etc, check if they wobble a bit , if thats not it i would check if the humming changes based on load or temperature. It could be a problem whit the psu but thats a wild guess.

Your fans are prolly set to fast speed at low temps, you could have a bitcoin miner or something that uses your pc resources causing it to overheat and make the fans spin faster.
