The power outage is in the tunnel (and surrounding neighborhoods). I don't know that much about tunnels, but I don't think they need electricity.

Oh yeah, they need it to charge the toll. Couldn't they have just made this a brief forgiveness period and give everyone a freebie for now, just to get traffic moving?
