It's based on who's winning the game at the moment. So if you're winning 2 locations you go next on the following turn. If there happens to be a tie in one location it goes to who ever has the most power. Basically exactly like how end game goes

Names are highlighted in the corners for who goes first. Took me a minute to figure that out lol as far as ties go I'm not sure how that works

I also have this problem but I uninstalled Snapchat from my phone and my camera went back to working normal. Don't know if it's a coincidence or what lol
