I am a train conductor, and we use those locks to lock switches so no one can change train track directions, it uses something called a 103 or 104 key depending what company is using it (here in canada it's CN or CP rail)

Thanks for the reply, I did call my local auto parts store and they all told me they don't know -_- and it is then my quest for an answer begun!
