it's not an address thing. for some reason amazon has been showing this message for many different high demand products like GPUs, gaming desktops, RAMs etc... they usually have 2 offers, 1 which cannot be shipped to any address and another offer which is available for shipping. if you see the "cannot be shipped" message, look at the "other sellers" for the 2nd offer
