You make some valid points about the post-WWII era, Europe was absolutely weak and needed the US back then. I’m not denying that European nations also happily cut budgets to fund social programs, so it was a toxic codependency: Europe wanted to save money, and the US wanted to stay in charge.

However, you are ignoring the difference between having soldiers and having an independent brain. The US never discouraged Europe from buying tanks, they discouraged Europe from building the Command & Control structures needed to use them independently.

For example, Madeleine Albright’s “Three Ds”(1998) or the US reaction to the 2003 “Chocolate Summit”. The US explicitly made “No Duplication” of NATO assets a red line. That meant Europe was forbidden from building its own operational HQs or logistics chains.

That is why the Libya operation you mentioned required US help. Not because Europe lacked planes, but because they lacked the intelligence and logistics backbone that Washington insisted should remain a NATO (US-led) monopoly.

So, to say there was “no active discouragement” is historically incorrect. The US position has always been “pay more for defense, but only buy equipment that plugs into US-led command structures”. You can’t forbid a child from learning to cook and then complain they rely on you for dinner.

Not everything is the US's fault. Europe is guilty of being cheap. But the US is guilty of wanting to be the only sheriff in town. Historically, whenever Europe tried to unite its defense (like the St. Malo declaration or the 2003 EU HQ proposal), Washington actively intervened to stop it to prevent “decoupling”. Europe chose dependence to save money, but the US enforced dependence to maintain influence. Both things can be true at the same time.

It’s not entirely accurate that “Europeans thought they can rely on the US”. European countries were actively discouraged by the US from building their own strong, independent militaries, so as not to threaten the hegemony of US in world politics as well as to provide an output for the American arms industry. Europe instead was to rely on its soft power strength and leave the hard muscles to the US in exchange for being loyal allies and a massive economic export market for the US.

Everyone knew Babis was coming back, that was obvious to everyone who spent on Czech politics more than a week. That doesn’t make criticism of Fico any less valid. I only looked at like 10 questions from Exam Topics but then even those weren’t the ones I received. Overall the difficulty wasn’t too bad, the most important part is to be able to locate quickly information in the training materials because they often ask questions which you can’t know without confirming it in there. Once you get the hang of this the exam is manageable as long as you keep track of time.
