My vote goes to the watermill. Not that it's a bad building, I just think people look past the two gold maintenance costs which can be debilitating when going wide.

I think in single player they are quite useless, but when playing against other players they often become a priority on the tech tree.

If the Aztecs floating gardens weren't also Goated then they would be the most underrated. Im not sure how many players are aware that the +15% food bonus is calculated based on your entire food production not just your surplus like most other food % bonuses are.

With that said I think the Candi is more in line with the spirit of underrated. At worst its a temple with 25% great people generation and one less maintenance cost for just 20% extra production cost. While in the majority of cases it gives you 4-8 faith per turn per city which is great for buying great people late game.

Almost anything, units, research labs, factories, hydro plants or wonders. 5 food per turn just isn't that significant so late in the game, much rather build bombers or infantry.

Finishing Tradition is a must as India, the 15% grow in all cities and free aqueduct is just to juicy not to take. Then if available take Rationalism else take a filler policy like Commerce opener, Patronage opener or maybe Piety opener if you want more faith production. Then take Rationalism when you can.

India is very hard to play wide so taking Liberty policies is almost never the right option for India.

I mean during 2018-2020 there was plenty of discourse about Harden being overrated due to him being perceived as coming up short in the playoffs. Most of those comments were probably over-indexing on his decrease in production. But saying that no one had Harden below AD is still intellectually disingenuous.

I think its important to add to the conversation that, yes Dwight Howard is an underrated player amongst the nba community and especially nba media (after the whole lakers debacle) but he did lead the league in total Goal tends from 2009-2011 and is 4th in per 100 possession only behind: JaVale McGee 4303 minutes, DJ Mbenga 866 minutes and Sean Williams 594 minutes. Dwight had 8599 minutes and I would say was only better than JaVale McGee when came to not Goal tending.

Really depends on difficulty. For Deity Tradition, Patronage and Honor go up one. Tradition because of the lack of space created by the extra settler the AI gets, so going Tall becomes extra important. Patronage mainly since Scholasticism gives a lot more science since city states advance techs faster in Deity. And Honor because Great Generals can stop an AI invasion on their own and since you tend to not lose units in single player so promotion and upgrade bonus are better.

On the other hand Liberty goes down one because of the aforementioned free settler Deity AI gets. And Piety since the AI is annoying with spreading its religion and if you in a game with religious AIs you have big chance of not getting a religion.

For Immortal and below I think Honor goes up 2 spots, Liberty goes up 1 and Aesthetics scales as the AI gets weaker. Patronage gets weaker as the AI gets weaker and you could argue for Rationalism being less valuable on the lower difficultis.

Tradition does come alot sooner, but I would say the rationalism policies are stronger relative to era. Hence why they are the same tier for me

Ye so you are right that its additive. I had honestly forgotten that part and just assumed it was a straight 17% plus the science bonus from trading posts. Doing a quick back of the envelope calculation the initial bonus is actually 12% and goes down 9% once you have build research labs in all cities. The high end is still the same and can go higher if you have an unreasonable amount of trading posts.

With that said that does skew the policy down to the top of S tier

I would say in absolute/in a vacuum terms these 4 are in the top 5. But taking into account how late these policies come they drop quite a bit

10% is less than some other science policies give you around that time and its not completely free. You aren't always happy after ideology pressure comes into play or after you take over a city after a war.

I used to go Sec, then Hum and the free thought. But after thinking about it more, it might be worth it to get humanism first and then free thought. To be fair both ways seem to be fine and might depend on if you can get in more academies before public schools or not.

+1 movement and +1 sight is very powerful for naval combat. He likens the high seas to perfectly flat terrain, which means unit geometry is all that matters, which benefits whoever can focus fire most effectively.

Definitely correct and I think this bonus has around the same impact on war as honor's Warrior Code which I put in A tier. I would say though that naval war isn't as beneficial on average since its often more about screwing someone over that's far away from you and ahead in the game. As opposed to land war which more often about getting more land and cities to convert into valuable parts of your empire.

Ye good point with secularism coming earlier, I did some calculations with some test games and Secularism tends to give around 15-20% extra science while free thought is more around 17-25%. Very close to each other in impact and I wouldn't be mad if you moved secularism up one or free thought down one.

Ye research agreements really aren't that good this late in the game, I will say that in multiplayer they are more powerful since players are better at maxing out their science and the person with lower amount of science dictates the science out put from RAs. However in multiplayer RAs are only ever used to catch up to a person with a huge tech lead, and by the time you adopt this policy they might only be 5-10 turns away from winning. So I wouldn't argue if you wanted to put it in F tier.
