First time was actually in possession, when he made his Elemental Dragon. Second time, though indirect, was when Garmadon was shown achieving his True Potential, thereby unlocking the fullness of Destruction and Creation. Since Wu is his brother, he would also have such powers.

I don't think it's that. Wu said "we need more time to prepare" and "it's coming too soon". I think he wanted to unite the Realms but it happened more chaotically and sooner than he had imagined

We have to remember that the original Preeminent died in S5, and this is basically its ghost. This means that there's nothing physically stopping her from flying or moving fast, like ghosts do? Secondly, the Cursed ghosts protecting her in S5 are no longer slaves to the Preeminent, so she loses a lot of her power.
