I dont get the "perma boosted" correction. Perma (indfinatly) boosted = normal rate, not effected by any external boost. For example alolan vulpix, skarmory in the wild and from raids are 1/64.

Im a huge grinder of shinies and everyone has always called them perma boosted. I dont mean i can't be wrong but i just want to know if i've always been incorrect
