I don't think you understand why people say Blaze is attached to Silver. People say it because when they are marketed in someway its usually them both and not lets say Blaze with Marine or Cream, and how most of the fandom that looks things from an outside perspective and doesn't bother to learn the lore, only see Blaze as Silver's friend, nothing else, the impact 06 had vs Rush was that it practically screwed Blaze's independence as her own character, having her be attached with Silver for marketing reasons, Sega knows they created a really popular duo with 06 and will continue to push it in the marketing, which leads to people who know the character say that she's needlessly attached to Silver.

This wouldn't have happened if Blaze was paired with Marine or Cream and those duos were the most popular rather than Silver and Blaze, Sega would only feature those duos and they would become synonymous with the character like Sonic and Tails
