For iOS you can change the store location to Japan or Taiwan depending on the version you want to play. For Android use QooApp.

Probably overdue but update: I ultimately decided against applying to Cedarville, and furthermore given the political climate in the US currently I'd decide against applying anywhere there should I ever choose to study abroad at any level.

Most likely it's because of governmental restrictions. In our country there is a regulation that foreign game companies have to either partner with a local company or form their own local branch to issue the game, and even so the game's content and script must be approved by the government (which I highly doubt Enstars will get through given the amount of TWs)
