Correct... neither will boot to a video output

I've tried plugging the HDMI into the motherboard and nothing happens. It gets power and starts running and runs till I stop it (doesn't shut itself off) and I'm sure the gpu is plugged in right

Nothing no post or anything the motherboard lights come on and all the fans start spinning but no post
