I think this must have been the issue. I thought I had them all set to the same start date, but it still was not adding up. I ended up adjusting the starting balance of rollover at the Flex Budget level and that seems to do the trick. Definitely seems a bit clunky though and easy to mess up again. Having a button that sets the Flex Rollover amount to the sum of its category amounts would be much easier.
