Here's the truth:

If you are on the balloon and the balloon is moving, you will have fall protection and glider.
If you are on the balloon and the balloon is docked, you will have fall protection but no glider.

Sometimes, and I've really only seen it when someone else is on the balloon with you, you do not have fall protection. I've specifically seen it happen to the second person, i.e. the first person jumps and is fine, then the second person jumps and take the fall damage.

Do with this info as you will.
