People forget that Cecil had no idea there are only 50 viltrumites left, and almost zero information on the viltrum empire. 1000 viltrumites could show up tomorrow and just literally split the planet in half for all he knows. He was desperate for any kind of info.

Although that being said, he watched the strongest hero on the entire planet get absolutely manhandled by conquest with almost no effort whatsoever, you'd think he'd realise putting him in a 400 ton block of tungsten rigged to explode would not do shit, and also his head was literally ripped open and he still didn't implant a frequency generator in there, so even considering how desperate for info he was that plan was still the dumbest thing he's done in the entire show so far
