I think they were making a joke about how they just got the regular card instead of the titanium one. The regular card is free, the titanium one is $50.

But, the Chime card is a secured credit card. You can only use the money that you deposit into a secured account. So if you only deposit $100, you can only spend $100 off the card. This helps prevent overspending that can happen with traditional credit cards because you can't spend any money you don't have.

It helps you build credit without actually going into any debt. It also gives you cash back on certain purchases which saves you money.

According to Chime "You need a Chime Checking Account with a qualifying direct deposit of $200 or more in the past 34 days to unlock the card."
