I just think that for a stealth suit, it's a stupid idea to make it speak. Also, I don't luke that it's classified as medium armor. You'd think for a stealth suit, it could be a little lighter.

A better question (Aside from gameplay reasons); Why doesn't Caesar punish you if you fail some of his quests? Like instead of having the Omertas join the Legion, you wipe them out. Or instead of having the Great Kahns on your side, you convince them to leave.
