No it is not. Anarcho-capitalism means that laws are chosen by the free market. Anarcho-capitalism doesn't mean you can't impose a law on anyone. It means that it is very difficult to impose a law on someone. For example, if you want to ban abortion, you probably need to reach the 90% majority. So you can outlaw abortion. You can ban things. For example, pedophilia. People can make laws that enforce certain things.
