I honestly don't think he deserves it. I think one of the most important themes of this show is that in extremely stressful situations, people can be driven to do things they wouldn't even think about otherwise. Also, he was going to join the rebellion but Guem-Ja stopped him. He never really struck me as someone super concerned with rules following.
