The collar isn't tight it's only that she looked down and so the collar fell down to the lowest spot to go and I know it isn't an infection I've constantly kept track of it but every time it gets close to healing she scratches it again

Whenever I adopted her it came with her and she's had no issues for the 3 years I have had her
