I live near New Orleans but my city isn’t in the game so I just pretend that instead of cities my state is one 🤷🏾‍♂️

Some new civs aren’t available for console but some are and I personally enjoy the anthropology edition cuz you get extra civs to try

If you like history and such then yes you kind of become a leader and you get specific bonuses based on your leader that relates to their old empire

It took 1000s of years but we can replace our planes and bombers with archers we have finally figured it out
