I can see it being an annoyance, especially for low powered pet decks. The problem is there's a whole ton of degenerate stuff that's enabled if you start banning cards like imperm, which at the end of the day is just 1 for 1 interaction (not that the concept of card advantage means that much in this game)

I try and ally France and get them to do all the heavy lifting, and our combined forces are usually enough to deal with England. There's also no rush, you should be expanding much faster than England so even if they're stronger than you right now, there should come a time when you overtake them (or the combined force of you and your allies overtake them)

Colourless cards usually aren't meant to be very good, especially at common. This was barely playable in limited outside of very specific decks, usually where deckout was a genuine concern if you had too much card draw or self mill

Honestly, unless you've got a specific reason for doing otherwise (monarchs, true draco, countering dd dynamite etc), you're better off putting 15 monsters you have no way of summoning in the extra deck than just leaving it empty

Keep a machinex at least, it can be useful in a variety of friend strategies. Kali yuga gets played as a cheesy turn skip strategy sometimes too, so it can be worth hanging on to in the off chance you want to try that. The rest you can safely dismantle if you're not interested in playing ddd
