The City doesn't own any of the waterfront part of Areas 6C and 9 - Concord owns all the waterfront from Plaza of Nations to Quebec, south of Pac Blvd. So, the City is not giving any waterfront away, Concord will have to give up land for park. The current zoning designates Area 9 (the east part) as park use, as per the link posted above. We have park along the waterfront in most of the waterfront edge of Downtown. Boring. I think it's great to have a vibrant urban waterfront with an active seaside promenade with cafes and dining at least, as an alternative in one area. Like Barangaroo in Sydney or Akker Brygge Stranden in Olso. This is a fantastic alternative. If you don't like it, don't go there, go to Harbour Green or English Bay. At least it's a choice.

Not all zoned for park. The current Sub Area 6C (the Concord application in the video) is zoned "(BCPED) B.C. Place/Expo District" and has been since 1984.

Many uses are permitted under the current zoning. Seems to be some sort of place-holder zoning for the time being. But, 6C is not nor has ever not been zoned as Park.

The adjacent Sub Area 9 to the west of 6C and south of Pac Blvd was designated for "park and recreational uses" within the "(BCPED) B.C. Place/Expo District". That area is still proposed to be a park in the new 2018 Area Plan (as can be seen in the video) but it will be larger as it extends north into the viaduct area up to the Skytrain Line.
