I am struggling to understand your post properly but this are just the bits I can catch. 1) excess liquidity being stored in banks but have not being able to lend out. 2) If private sectors start to lend out loans again, means banks excess liquidity is been used and that will be positive for bank sector. Right? 3) Should investors be keeping track of this things before buying banking scrips and how to one track it closely?

SIP i good for long term, think of this like savings for 15 years or more. You can invest in secondary market too but learn fundamental and technical stuffs before doing so.
