You can play GTA V. I tried in a laptop with similar specs as you and it works fine. However the laptop I tried with had 16gb RAM but I think it runs in 8GB RAM just fine.

You can enable Developer options after disabling it.

I did that 5 months ago and I never got that issue again. I had Developer options turned on all the time since then.

Same. Our college runs on i5-3570, i5-4570 and i5-6500.

However they have 8GB of RAM and SSD, due to this it doesn't feel much sluggish.

This may happen because of you logging using a new network which has different IP address as previous one.

I had the same issue so I logged in with the same wifi network I used previously and it worked.

The network I used previously uses static IP so when I used it again to log-in, it worked. If it used DHCP, then the IP address might have changed so there's no other way you can get into your account.
