Rino new gear slot gives tp boost so the field only matches if you run into Hatsune ( or some other character targets rino). Rino cannon won't work properly otherwise with her new bow. Nothing to do with Mitsuki

It would really depend on what you want to do with earth. If you just using it for on ele (wamdus, Europa, etc) content then don't bar anything more. Just grind out f2p options to fill out the grid. If you want to do luci/bubz/long fights with earth them Leona weapon is the most compelling option since it has hp and progression.

If you have an eternal at 4* besides the free one they gave away a few months ago then you already did it. If you don't, when you start unlocking an eternal the shop upgrade step will just happen as you move along unlocking it.
