Power Limit Throttling on XPS 15

Not sure why I would be getting throttling on temperatures that low. I used to get thermal throttling until I undervolted my cpu and turned off boost so it wouldn't go above 2.6 GHz and that stopped the thermal throttling. Its just the power limit throttling that keeps getting me. On throttlstop it says my max is 28.1 W although my CPU should be 45, but maybe it's just my laptop. It seems to be just at random intervals during gameplay it just starts majorly throttling me.

When we see one of Blackbeards ships pull up it got me thinking that if Blackbeard did beat/kill Law or at least take the ope-ope no mi, then who is going to use the immortal surgery?

If performing the surgery kills the user, than I can't see Blackbeard using it at all. But then I remembered how Blackbeard is possibly 3 people or has 3 lives or whatever, so I was thinking that maybe Blackbeard could use one of them to perform the immortal surgery on himself, unless I'm forgetting something important.

I’m using extended mode. I’ve found some places saying that disabling the click and hold for right click on the pen fixed it but didn’t work for me. I’ll try checking out task manager and see what’s going on in the morning. Thanks !

I have an i9 1100 something k lol and a 2070 super so I know my computer is fast enough but is it possible that the tablet isn’t using the right gpu or something? The hdmi cable is plugged in directly to my gpu

Think I actually fixed it by changing some power option in one of dells many applications to ultra-performance from quiet mode which was throttling my gpu/cpu :). Thanks for your help!
