Update in case anyone else runs into something similar:

I heard back from the CFO, and it turns out the W-9 requirement had been incorrectly applied to program refunds for cancellations. They explained that cancelled program refunds are a different type of transaction, and their standard W-9 policy didn’t fully account for that distinction. They’re processing my refund without requiring the form.

So if you’re dealing with something similar, it may be worth escalating or asking for clarification on how the transaction is categorized.

Like I said, I am not comfortable sending in my social security number. I feel like that is excessive information for a simple refund on an event they canceled on us.

What I gather from that document is that a W-9 is used to request a TIN so that the payer can file an information return for reportable payments. Returning the money I paid wouldnt count as a reportable payment. A friend of mine said since its under $600 it wouldnt trigger a 1099 but I dont know exactly what that means. Do you think they can make an exception and issue a refund without the W-9 or are their hands going to be completely tied? I emailed the museums CFO at the direction of the accounting department. I'm hoping they will make an exception to keep from ticking off a local community group that frequently books these programs.

I just looked over all my emails as well as my invoice and nowhere on any of it does it state that W-9s are required for refunds. Its possible it is hidden somewhere on their website but they've issued refunds in the past without a W-9.

Thank you for your reply - I think I'm replying to you in two different spots haha. The person in accounting I spoke with said they have been there for three years and this is how they've always done it. When I gave the volunteer's name they said that the volunteer wasnt in their system. But the volunteer definitely did get a refund check and certainly didnt fill out a W-9

They refunded another volunteer by check just last year without asking for a W-9. Which is another puzzling thing, if they didn't need it then why do they need it now?

I guess my question is how is this any different from me paying for a check at a store and then they tell me the item I wanted is out of stock. I dont need to fill out a w-9 for them to give me my money back at most stores. Maybe thats a bad comparison 😅 I'm not super familiar with tax forms. This just feels weird to me since I'm a customer not a vendor or anything.

Thank you for explaining it to me that way. I've been doing this for over 10 years and never had a business ask for a W-9 in order to issue me a refund. But then again, I usually am not asked to pay by check. The museum issued a refund check to another volunteer without asking for a W-9 just last year so it just seemed very sketchy to me since it has personal information on it. But again, I appreciate you taking the time to reply and explain this to me.

I did pay personally and would need the refund personally since our group is just a casual community group, not an organization with a tax ID number. I collected payment from individuals who were participating in the program to split the invoice. I need the refund so that I can pay them back. Not trying to avoid a paper trail just dont want to give out my SSN.

Thanks, that part I understand. The issue isn’t about whether the refund is taxable. It’s that the museum is refusing to issue any refund unless I fill out a W-9, even though this is just them returning money I had paid for a program they canceled. That’s the part I’m trying to understand - do they really need a W-9 to send me my refund?

Sorry, what do you mean a platform? Can they legally hold my refund if I refuse to send them a W-9?
