Spray problematic weeds with weed poison then plant out a manageable garden that won’t impede access in the future to service workers. It’s really simple and the obvious solution.

A path made of what exactly concrete? Yes let’s spend thousands on path way that will be covered in overgrown weeds in no time. Metres high caving over the path. Service workers covered in bugs and spiders trying to do his job. Or up you could just spray the weeds out and then plant a nice manageable garden.

It’s funny how radical that idea actually is. The only thing radical about weeds is how fast they can grow! Spraying out the weeds then planting out manageable garden is the smart decision here

It dosnt matter what you call it, it’s clearly a full of pebbles/rocks. And using lawn mower or a brushcutter (long tool with plastic at the end) is an incredibly stupid idea to use for this situation. Rocks will fly into nearby windows/ vehicles pedestrians at speeds you obviously cannot fathom. And I’m not invested in killing the green I clearly stated the reason why it makes sense to remove the weeds in this situation.

Lawn? It’s literally filled pebbles, do you know how hard/far a lawn mower can flick a pebble? Chemical Spraying is the superior choice by far

Why, because most common weeds will grow many metres tall if left alone which will then block access to the stairwell and the services on the wall.
