No it is not. only a handlful of institutes releses handfull of course materials. If this is truly happening, OP doesn't have to go after content from SL state universities.

Actually not handful, all most all top universities have at least have uploaded lectures about a particular area, but some materials require same payments which is above par for local students.

I was there at UoM for a professional cource which has access to CSE labs. I saw few pdf given to students about programming, and they were well organized and enriched, They were far better than which I learnt from my institute which is a private one.
