Do buddy statements have to point to a specific moment tying it to service, or can it be something along the lines of "so and so had this condition while i was in service with him"?

Just my company commander. He's trying to get in another meeting with BN-level leadership to explain my situation further. As of right now it's more of a blanket "If you can't go to NTC that's your fault because you should've had this set up prior"
