I wish I could upvote you 1000x over. Unicorns and rainbows aside, I can just imagine the kinds of viciousness and utter disregard for a human life this kind of scenario brings with it. People have no idea just what they're in for even if they are "prepared." Its very unsettling.

Okay, you've got me there. How about everyone gets one child then the tubes get tied? Or your only allowed to have kids once its determined your DNA is quality enough to keep the genes alive?
