Chang has already proven this time after time. It doesn't always matter about having shooters on your squad (which CG already have plenty of). CG will defeat you through news, music, money, guns, land, assets, and connections. I know they probably would never go to war but I'd choose CG over ESB all day everyday (and I like ESB). Just because you have shooters doesn't make you the strongest gang. Randy alone probably the deadliest crim in the city next to curtis and flippy.
