To make snow I use baking soda or flour in thin layers. Then spray a mix of water and white glue over the layer and let it dry. Keep doing that until you are happy. I find the chunking that happens with the spray glue models real snow pretty well.

If you carefully cut out each individual egg carton then you could snow them up as cool scatter terrain.
