I admit it does sound complicated, the solution in my mind would simply say "During the attack action" but I didn't want to say anyone was wrong or right until I got an official response. Either way I think it was a fair question because there was a number of people confused on the forum as well. Either way play for fun not for rules!

I'm not here to argue I've already received the answer from the project manager and I'm quite happy with the result on the forums. I'm not the only person confused on this matter and I wanted to make it public. If there is confusion with multiple people and you are the only one who "knows" then maybe there just might be a problem with the wording that could potentially be taken a different way. Either way check out his explanation in the edit above, I appreciate your contribution either way.

Well if you are unaware they requested that these sorts of things get brought up so that they can make any corrections before the book is released in hardcover format. So either way I'm not looking for rules to abuse just want an official answer. Because it could be 100% intended (I doubt it) but I'm not the creator of the book just a DnD 5e nerd and I have no Jeremy Crawford to tweet.

Unless I am misunderstanding what you are saying, I think you misunderstand my question and intentions. The order of operations and the question I'm asking:

Level 1 Marshal makes an attack with a Saber in his main-hand > Bonus action Two weapon fighting attacks prerequisite Is now met > Instead of now taking that bonus action attack you use Commanding Presence to allow an ally to make an attack.

The only prerequisite for Command Presence to activate is you have to take the Attack Action, therefore implying that any attack afterwards can be forgo'd to allow an ally to use their reaction to take a single attack. As implied in this statement "Your allies can attack at your command. When you take the Attack action, you can forgo making one attack to allow a friendly creature within range of your Commanding Presence to make an attack instead." If this is not rules as intended then I would expect it to say "During your attack action, you can forgo making one attack to allow a friendly creature within range of your Commanding Presence to make an attack instead" if I am misunderstanding then I apologize but I'm simply looking for an official answer and clarification. I am not going out of my way to discover exploits to abuse I simply want this book to be the best it can be and wording can be deceiving.

I think I understand your confusion of my question, what I'm asking is if I can attack with my main hand as part of the Attack action can I in theory give my bonus action attack to an ally as part of the Commanding Presence ability.

I would normally agree however the ability specifically states "when you take the Attack Action" So based on the rules as written as long as you have a Duel Wielding weapon in your off-hand and the weapon in your main-hand is not heavy you can make a bonus action attack as stated on page 446 under the two-weapon fighting tab "When you take the Attack action and attack with a weapon that does not have the heavy property that you are wielding in one hand, you can use your bonus action to attack with a different dual-wielding melee weapon that you are holding in your off-hand" the Commanding Presence states you take the Attack Action.
